Objective
The
aim of the JURE task force is to implement publication register
services. The JURE task force is part of TUTKI subproject, initiated as
the first concrete process towards service implementation.
Task
During the first phase, the JURE task force should investigate and define
• the actual publication register services that will be needed by the different sectors
• more detailed short- and long-term objectives for the publication register service
•
possibility to provide some of the services by extending the R&D
concept model created in the XDW data warehouse subproject
• how
other work and solutions already accomplished in higher education
institutions and RAKETTI project could be utilized (e.g. the TUHAT
research information system as a source system for publication register
services)
• acquisition of international data sources
(ISI—International Statistical Institute, etc.) should be reflected as
part of the total architecture
Project schedule
The Ministry
of Education considers that the need to build a national publication
register is urgent, and wants the project to advance as soon as
possible. The JURE task force will be continued until further notice.
Resources
The
human resources assigned for TUTKI subproject, including the work for
the JURE task force, at CSC amount to 500 person years in 2009 and 1000
person years in 2010. This covers, for example, a project coordinator.
The funding will be provided by the Ministry of Education (as part of
the RAKETTI project).
Additional resources include the work hours spent by the steering group members on project steering.
The cost estimated for the entire project is approximately EUR 800,000, assuming the work leads to implementation.
Background
The
Ministry of Education considers that the need to build a national
publication register is urgent and wants concrete advancement in the
project as soon as possible.
The TiedeKOTA working group has already advanced the topic well by setting the basic-level goals for publication register services, and the classification system relating to it has been further developed during 2009. CSC produced a survey report in 2008 on the technical feasibility of a publication register: already at that point the challenges related to the implementation were expressed due to the very different levels of source systems used.
During the preparations of the JURE task force, CSC representatives have familiarized themselves with the possibilities provided by the new research data system TUHAT used at the University of Helsinki. The TUHAT system contains a considerable number of functional features that are missing from the other research data systems being used. Furthermore, its functionality as a source system of publication records appeared promising and should be investigated further.
